The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Telephonics Corporation for the development and manufacturing of the AN/UPX-43(V)1 Identification Friend Foe Interrogator (IFFI) shipset and IFFI tray, providing the requisite knowledge and engineering support. This procurement shall also contain related support that includes; Technical Support, Configuration Management; Diminishing Manufacturing Sources and Material Shortages (DMSMS) support for obsolescence; Reliability and Maintainability (R&M); Failure Reporting and Corrective Actions (FRACAS); Engineering Change Proposals (ECPs); Integrated Logistics Support (ILS); Technical Data; and Repair of Repairables (RoR). This procurement is for an anticipated base year of approximately five (5) shipsets and two (2) options which each would have up-to approximately twenty (20) shipsets per year. The AN/UPX-43(V)1’s are expected to be manufactured and delivered between FY2 and FY30. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103.1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." Telephonics Corporation is the sole designer, developer, and manufacturer of the AN/UPX-43(V)1 Shipset for use in the P-8A. As the Original Equipment Manufacturer of the AN/UPX-43(V)1 IFFI and associated IFFI tray and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government requirements on a timely basis.
